The state layer

What Colorado requires on top.

Beyond the federal FFL, Colorado requires a Colorado state firearms dealer permit from the Colorado Department of Revenue.

  • Colorado added a state firearms dealer permit in 2025 that sits on top of the federal FFL; apply through the Department of Revenue.
  • Dealer background checks run through the CBI InstaCheck unit rather than direct NICS.
  • Local business licensing and zoning still apply, and the ATF interview will ask about both.
