Beyond the federal FFL, California requires a California Firearms Dealer (CFD) number on the DOJ Centralized List of Firearms Dealers.
- California dealers need a CFD number from the DOJ, a Certificate of Eligibility, a local dealer license, and a seller's permit before selling.
- Every sale runs through the DOJ's DROS system with a state waiting period, and shippers verify your license through the CFLC program.
- Handgun sales are limited to models on the state's certified roster, which shapes your inventory.
- The local license and zoning come first; the DOJ's centralized list requires them.
